GZAC Invited to APEC-ODR International Workshop to Share the “Guangzhou Model” for Cross-Border Online Dispute Resolution.


近日,亚太经合组织(APEC)经济委员会在日本东京举行了为期三天的网上争议解决(ODR)国际研讨会。会议以“加强APEC合作框架与ODR应用”为主题,采用线上线下结合方式进行。来自联合国国际贸易法委员会、世界银行等国际组织,以及中国、美国、日本等经济体的近40位专家参与研讨。广州仲裁委员会(以下简称“广仲”)作为APEC-ODR合作机制首批的重要参与者与平台提供方,受邀在线参加两场研讨会并分享广州经验。


Recently, the APEC Economic Committee held a three-day international workshop on Online Dispute Resolution (ODR) in Tokyo, Japan. The event, themed “Enhancing the APEC Collaborative Framework and Use of ODR” was conducted in a hybrid format,combining both in-person and online participation. Nearly 40 experts from international organizations, including the United Nations Commission on International Trade Law (UNCITRAL) and the World Bank, as well as from economies such as China, the United States, and Japan, took part in the discussions. As one of the first key participants and platform providers in the APEC-ODR cooperative mechanism, the Guangzhou Arbitration Commission (GZAC) was invited to join two sessions of the workshop online and share Guangzhou's experience.


本次会议聚焦合作框架实施与ODR机制推广、ISO 32122:2025《电子商务交易保障—在线纠纷调解服务提供指南》的推广与应用,并探讨了APEC经济体面临的机遇与挑战。


The workshop focused on the implementation of the cooperative framework and the promotion of ODR mechanisms, the dissemination and application of ISO 32122:2025 “Transaction assurance in E-commerce — Guidance for offering online dispute resolution services,” and discussed the opportunities and challenges faced by APEC economies.



作为APEC官方最早认可的ODR合作机构之一,广仲在研讨会上的发言备受关注。会上介绍了广仲基本情况以及在体制、机制和规则创新等方面的国际化发展最新成果,并着重分享了ODR平台的智能化、便利化、专业化应用。广仲的ODR平台依托“广州标准”相关规则,提供谈判、调解、仲裁三种纠纷解决渠道,实现日、韩、西等8种语言的实时互译功能,有效破除时空、语言障碍,具备注重数据及隐私保护、收费低、人工智能技术成熟、国际执行力广等特点,为当事人提供高效、易用、低成本的一站式跨境争议解决服务。此外,广仲围绕“与ODR新ISO标准的合作可能性”这一议题与参会专家进行交流讨论,广仲认为ISO ODR标准为提供安全、公平、可及且有效的ODR服务提供了指导,与近年来广仲ODR平台建设的实践不谋而合。电子商务经营者可据此明确构建安全公平ODR服务所需的条件,从而使商事主体能更容易识别提供此类合规服务的电商经营者,保障了商事主体的合法权益。


As one of the earliest APEC-recognized ODR cooperation institutions, GZAC received considerable attention for its presentation at the workshop. The presentation introduced GZAC’s basic profile and its latest achievements ininternationalized development, including innovations in institutional structure, mechanisms, and rules. It placed particular emphasis on the AI-assisted, accessible, and professional applications of its ODR platform.


GZAC’s ODR platform, built on rules related to the “Guangzhou Standards,” provides three channels for dispute resolution: negotiation, mediation, and arbitration, and features real-time translation in eight languages, including English, French, Japanese and Spanish. This effectively overcomes barriers of time, space, and language, while offering characteristics such as strong data and privacy protection, affordable fees, advanced AI technology, and broad international enforceability. The platform provides parties with an efficient, user-friendly, and low-cost one-stop cross-border dispute resolution service.


During the workshop, GZAC also engaged in discussions with participating experts on potential collaboration involving the new ISO ODR standards. It noted that the ISO ODR standards provide guidance for delivering safe, fair, accessible, and effective ODR services, aligning closely with the practical experience accumulated through its ODR platform development in recent years. 


E-commerce operators can use these standards to clarify the necessary conditions for building safe and fair ODR services, thereby enabling commercial entities to more easily identify compliant service providers and safeguarding the legitimate rights and interests of commercial parties.


2025年,广仲的APEC-ODR平台已累计结案180余宗,标的额超6亿元,平均结案周期约24天。案件类型涵盖国际投资、国际买卖、金融、知识产权等多个领域,这些数据充分彰显了广仲ODR平台的处理能力与国际认可度。此外,广仲亦大力推广ODR平台的应用,目前已有全国工商联、越中国际商事仲裁中心、白俄罗斯国际仲裁法院等机构在官方网站上挂广仲的APEC—ODR平台链接(newodr.gzac.org)。


In 2025, GZAC’s APEC-ODR platform has processed over 180  cases, with a total amount in dispute exceeding 600 million yuan and an average case resolution period of approximately 24 days. The cases spanned multiple fields, including international investment, cross-border sales, finance, and intellectual property, demonstrating the platform’s robust processing capacity and international recognition. In addition, GZAC has been actively promoting the application of its ODR platform. Currently, organizations such as the All-China Federation of Industry and Commerce, the Vietnam–China International Commercial Arbitration Center, and the Belarus International Arbitration Court have linked to GZAC’s APEC-ODR platform (newodr.gzac.org) on their official websites.



随着亚太地区经贸往来日益紧密,跨境商事争议解决需求不断增长。广仲此次的经验分享,让国际社会了解了跨境线上争议解决的“广州方案”,以及中国仲裁机构在ODR领域的创新与实力。


As economic and trade interactions in the Asia-Pacific region become increasingly close, the demand for cross-border commercial dispute resolution continues to grow. GZAC’s experience sharing this time has introduced the international community to the “Guangzhou Model” for cross-border online dispute resolution, as well as the innovations and capabilities of Chinese arbitration institutions in the field of ODR.
